Objectives / Functions

The primary objective of AED is to implement the construction, expansion, upgrading, and maintenance of various domestic airports in Nepal in accordance with the annual approved budget and programme of the Government of Nepal, as well as through CAAN's own financial resources.

The overall objectives and functions of the Department are summarized below:

1. Conduct pre-feasibility and feasibility studies for the development of new airports, prepare Detailed Project Reports (DPRs), prepare Environmental Impact Assessment (EIA) reports for airport development projects and obtain the necessary approvals from the concerned authorities.
2. Carry out all activities related to the master plan, design, design review, preparation of cost estimates, and procurement process for airport infrastructure projects, and execute construction works according to approved plan and programme and in accordance with prevailing procurement laws, regulations, and contractual provisions.
3. Carry out routine and emergency maintenance and repair works at operational airports to ensure that aerodrome facilities remain in a safe and serviceable condition for aircraft operations, based on the demand from the concerned airport civil aviation offices.
4. Monitor the Obstacle Limitation Surfaces (OLS) within the vicinity of airports and implement and enforce the applicable OLS standards to safeguard aircraft operations.
5. Develop and maintain the infrastructure necessary for the upkeep, preservation, and protection of assets at non-operational airports in accordance with office requirements and directives.
